The FOTOCÍVICAS are a City Government system that replaces the previous system of photofines. It entered into force on April 22, 2019 and its objective is to generate changes in the behavior of those who drive through the City. The new system does not eliminate camera and radar technology, but rather improves its implementation to cover points and sections with the highest incidence of traffic events that have caused deaths and injuries. The new scheme is transparent, it is not tax-based and it is equitable, given that all people can comply with their sanctions regardless of their income level. It prioritizes awareness and driver education, instead of a punitive and collection approach.Below, we explain the process and the dependencies of Mexico City that participate in each of the stages.Stage 1: Capture of infractions through the cameras and radars operated by the General Directorate for the Application of Traffic Regulations (DGANT) belonging to the Secretariat of Citizen Security of Mexico City.Stage 2 : The DGANT team processes the images captured by the cameras and radars to determine if there is any type of infraction in accordance with the Traffic Regulations of Mexico City.Stage 3: The infractions captured by the cameras and radars are uploaded to the Fotocívicas microsite managed by the Executive Directorate of Electronic Government of the Digital Agency for Public Innovation (ADIP).Stage: 4: Citizens enter the Fotocívicas microsite of the ADIP to review their score and if they have any educational or civic sanction, comply with it.4.1 Reprimands: Discourage behaviors that put road safety at risk through an awareness video and the optional completion of the basic online course.4.2 Basic and intermediate online course: Promote basic knowledge of Traffic Regulations, mobility and right of way.4.3 Face-to-face awareness courses: Duration 60 minutes. The purpose of the awareness courses for photocivic offenders is to change the perspective of the road user using a bicycle and thus understand the vulnerabilities of other road users and improve road coexistence.4.4 Community work: Carry out tasks in favor of the community, which are validated by personnel from the Legal Department and Legal Services (CEJUR). Among the activities are: support in the ascent and descent of people in the Metrobus network, support in access filters of the Historic Center providing antibacterial gel and controlling the flow of people in the different crossings, support in the maintenance of green areas and brush cleaning in public parks, information for users on Cablebús line 1, reading aloud by UNAM, cleaning days at CETRAMs.Stage 5: Mandatory verification of the vehicle by the Vehicle Verification Centers authorized by the Ministry of the Environment of Mexico City.Stage 6: Restart of points and start of the next semester of environmental verification.
