Columbia is both the US and the dove (Columba) - the latter symbolizing peace - so the bird in the scene would easily signify 'American peace'. And this just happens to directly relate to the imperial dream of the 'neo-conservatives' in/around the Bush administration. (The neo-conservatives, closely affiliated with the PNAC think tank, include Vice Pres. Cheney, defense secretary Rumsfeld, his deputy Wolfowitz, and others like Perle, Bolton, Libby, Feith etc.) Calling it 'Pax Americana' (meaning American peace), it had been the dream of the neo-conservative hawks to create a global empire ruled by the US.
And they had been at it for a long time. The Pax Americana vision was already in existence by the time of the first Bush administration (41) in the early '90s. The 'neo-cons' tried to sell their radical idea to Bush Sr. but it was quickly rejected. They even tried to get Clinton's attention, unsuccessfully of course. It was not until George W. Bush's administration and 9/11 that the neo-cons were finally able to convince the White House and move ahead with the 'Pax Americana' plan.
So yes, those American-peace 'birds' - (false) doves - had been tapping on the White House window for a long time indeed.
As for the craziness ('dementia') reference, it fits right into this interpretation in that those neo-conservatives were indeed viewed as 'crazies' and not taken seriously (until George W. Bush came along).
And it is not a secret today that the neo-con Pax Americana agenda was actually the driving force behind the Iraq war - which began in the month of Mars (i.e. March) just several weeks after the disaster of Columbia (= dove/'American peace').
Now, let me also point out that the grid pattern in the scene made by the window/blind in front of the dove reinforces the relevance of Noah's dove (Columba). In Greek mythology, its version of Noah's ark, (the ark of Deukalion) comes to rest at Dodona or Delphi. We can infer that this landing site corresponds to Ararat where Noah's ark descended. And this is acknowledged geodetically - since both Dodona and Ararat sit on the same latitude, 39.5°N. (It's interesting to note that Dodona is also evoked by the name 'Donna', the lady in the above picture standing in front of the window.)
At any rate, the notion of a 'grid' becomes significant when we realize that Delphi (the other claimed landing site of Deukalion's ark) was thought to be the 'navel of the world' (geodetic center) marked by the 'navel stone', or omphalos. Traditional depictions of the omphalos show two doves (or eagles) perched upon the stone, and they are said to represent 'a net of meridians and parallels', i.e. the grid of the earth.
Further, the omphalos stone is often equated with the Egyptian 'Benben stone', traditionally the capstone placed at the apex of the pyramid or obelisk. Like the omphalos, the Benben stone is often thought to have come from heaven - i.e. a meteorite. Also being a form of 'seed', those 'foundation stones' may be easily related to Mars, since we already have strong evidence of ancient Martian rocks coming here with microbes, or 'seeds of life', carried inside... And this is of course a major theme of the West Wing episode.
In terms of Masonic symbology, the Benben stone (capstone) would definitely turn into the embodiment of the 'All-Seeing Eye' (as seen on the back of the US $1.00 bill).
 
In ancient Egyptian terminology this would be the 'Eye of Horus'. Since Mars was also viewed as a form of Horus ('Horus the Red'), we have here a confirmation of the foregoing 'rock from Mars' theory.
To get back to the political context, these days the 'All-Seeing Eye' is often viewed as a symbol of the 'New World Order' - a super-elite group allegedly scheming to control the whole planet. Of course, the 'Eye' of the pyramid isn't inherently an 'evil' symbol. For instance, in the Bible it is Jesus to whom the cornerstone or capstone ('that the builders rejected') is compared. So it is probably more accurate to say that the 'capstone Eye' is symbolic of a cosmic opportunity capable of producing either or both 'Christ' and 'Antichrist', so to speak.
The neo-conservative 'Pax Americana' is clearly a form of the New World Order - especially since the Bush family traditionally has a big role in NWO conspiracy theories.
So We've come full circle. We've come back to neo-conservatives. It's now quite evident that, through 'contextual transposition', Sorkin was primarily talking about the current US administration and its war.

Los israelitas cruzan el Mar Rojo
14:1 Habló Jehová a Moisés, diciendo: 14:2 Di a los hijos de Israel que den la vuelta y acampen delante de Pi-hahirot, entre Migdol y el mar hacia Baal-zefón; delante de él acamparéis junto al mar. 14:3 Porque Faraón dirá de los hijos de Israel: Encerrados están en la tierra, el desierto los ha encerrado. 14:4 Y yo endureceré el corazón de Faraón para que los siga; y seré glorificado en Faraón y en todo su ejército, y sabrán los egipcios que yo soy Jehová. Porque mejor nos fuera servir a los egipcios, que morir nosotros en el desierto. 14:13 Y Moisés dijo al pueblo: No temáis; estad firmes, y ved la salvación que Jehová hará hoy con vosotros; porque los egipcios que hoy habéis visto, nunca más para siempre los veréis. 14:14 Jehová peleará por vosotros, y vosotros estaréis tranquilos. 14:15 Entonces Jehová dijo a Moisés: ¿Por qué clamas a mí? Di a los hijos de Israel que marchen. 14:16 Y tú alza tu vara, y extiende tu mano sobre el mar, y divídelo, y entren los hijos de Israel por en medio del mar, en seco. 14:17 Y he aquí, yo endureceré el corazón de los egipcios para que los sigan; y yo me glorificaré en Faraón y en todo su ejército, en sus carros y en su caballería; 14:18 y sabrán los egipcios que yo soy Jehová, cuando me glorifique en Faraón, en sus carros y en su gente de a caballo. 14:19 Y el ángel de Dios que iba delante del campamento de Israel, se apartó e iba en pos de ellos; y asimismo la columna de nube que iba delante de ellos se apartó y se puso a sus espaldas, 14:20 e iba entre el campamento de los egipcios y el campamento de Israel; y era nube y tinieblas para aquéllos, y alumbraba a Israel de noche, y en toda aquella noche nunca se acercaron los unos a los otros. 14:21 Y extendió Moisés su mano sobre el mar, e hizo Jehová que el mar se retirase por recio viento oriental toda aquella noche; y volvió el mar en seco, y las aguas quedaron divididas. 14:22 Entonces los hijos de Israel entraron por en medio del mar,  en seco, teniendo las aguas como muro a su derecha y a su izquierda. 14:23 Y siguiéndolos los egipcios, entraron tras ellos hasta la mitad del mar, toda la caballería de Faraón, sus carros y su gente de a caballo. 14:24 Aconteció a la vigilia de la mañana, que Jehová miró el campamento de los egipcios desde la columna de fuego y nube, y trastornó el campamento de los egipcios, 14:25 y quitó las ruedas de sus carros, y los trastornó gravemente. Entonces los egipcios dijeron: Huyamos de delante de Israel, porque Jehová pelea por ellos contra los egipcios. 14:26 Y Jehová dijo a Moisés: Extiende tu mano sobre el mar, para que las aguas vuelvan sobre los egipcios, sobre sus carros, y sobre su caballería. 14:27 Entonces Moisés extendió su mano sobre el mar, y cuando amanecía, el mar se volvió en toda su fuerza, y los egipcios al huir se encontraban con el mar; y Jehová derribó a los egipcios en medio del mar. Cántico de Moisés y de María
15:1 Entonces cantó Moisés y los hijos de Israel este cántico a Jehová, y dijeron: Cantaré yo a Jehová, porque se ha magnificado grandemente; Ha echado en el mar al caballo y al jinete. 15:2 Jehová es mi fortaleza y mi cántico, Y ha sido mi salvación. Este es mi Dios, y lo alabaré; Dios de mi padre, y lo enalteceré.15:3 Jehová es varón de guerra; Jehová es su nombre. (MARTE/GUERRA)

15:19 Porque Faraón entró cabalgando con sus carros y su gente de a caballo en el mar, y Jehová hizo volver las aguas del mar sobre ellos; mas los hijos de Israel pasaron en seco por en medio del mar.
15:20 Y María la profetisa, hermana de Aarón, tomó un pandero en su mano, y todas las mujeres salieron en pos de ella con panderos y danzas.
15:21 Y María les respondía:
Cantad a Jehová, porque en extremo se ha engrandecido;

15:22 E hizo Moisés que partiese Israel del Mar Rojo, y salieron al desierto de Shur; y anduvieron tres días por el desierto sin hallar agua.
15:23 Y llegaron a Mara, y no pudieron beber las aguas de Mara, porque eran amargas; por eso le pusieron el nombre de Mara.
15:24 Entonces el pueblo murmuró contra Moisés, y dijo: ¿Qué hemos de beber?
15:25 Y Moisés clamó a Jehová, y Jehová le mostró un árbol; y lo echó en las aguas, y las aguas se endulzaron. Allí les dio estatutos y ordenanzas, y allí los probó;

The Seven hills of Moscow (Russian: Семь холмов Москвы) is a historic name of several elevated sections of terrain, on top of which Moscow was built.
The legend of Seven Hills (as an analogy between Moscow and Rome) has been known since the 16th century, when they began to actively develop the hilly terrain dissected by numerous rivers and ravines. Usually, the term Seven Hills refers to the Borovitsky Hill (a.k.a. Kremlin Hill), the so called Three Mountains (the districts of Presnya and Vagankovo), Tver Hill a.k.a. Strastnaya Gorka (today’s Pushkin Square), Sretensky Hill a.k.a. Sukharevsky Hill (today’s Sukharevskaya Square), Tagansky Hill a.k.a. Shvivaya Gorka (over the Yauza River), Vvedenskiye Mountains a.k.a. Lefortovo Hill (in Lefortovo), and Vorobyovy Hills.
Besides the aforementioned hills, they sometimes include Krutitsy, Krasniy Hill (over the Yauza River), and Naprudniy Hill a.k.a. Sushchyovo (between the rivers Neglinnaya and Naprudnaya).

Phobos, the largest Moon of Mars
"The High Resolution Imaging Science Experiment (HiRISE) camera on NASA's Mars Reconnaissance Orbiter took two images of the larger of Mars' two moons, Phobos, within 10 minutes of each other on March 23, 2008. This is the first, taken from a distance of about 6,800 kilometers (about 4,200 miles). It is presented in color by combining data from the camera's blue-green, red, and near-infrared channels."

The Close Encounter of 2003
Throughout the first half of 2003, Mars moved progressively closer to Earth. As it did, Mars appeared to grow larger and brighter each night. By late August 2003, Mars was closer to Earth than it had ever been in about 60,000 years--about 191 million miles closer to Earth than normal. It appeared to be more than six times larger and 85 times brighter than normal--brighter than Jupiter.
Mars was closest on August 27, 2003. On Aug. 28, Mars arived to its "opposition." This is the moment when the Sun, Earth and Mars are in alignment (as shown below). Mars grows larger and brighter every time a Mars opposition occurs, about every 26 months (780 Earth days), but this specific event is unique for two additional reasons. The orbits of Mars and Earth are elliptical rather than exact circles--that of Mars even more so than Earth's. At the time of the alignment, Mars was at its closest point to the sun in its orbit (called a Mars perihelion). This phenomena (a Mars perihelic opposition) occurs about every 15 to 17 years. In addition, Earth is quite close to its furthest point from the Sun (call an aphelion), which actually occurs a bit earlier in the year. Thus, Earth is pushing outward toward Mars while Mars is reaching inward toward Earth. This rare coincidence of events brought Earth and Mars extraordinarily close (~55.8 million kilometers). The Mars-Earth Synodic Cycle
Mars orbits the Sun in 1.881 Earth years, moving slightly slower than Earth. Because of the two different orbital rates of Mars and Earth, it takes 780 Earth days (on the average) for the two planets to align. This period is called the Earth-Mars synodic cycle (a synod means a place of meeting). This alignment of Earth and Mars (also called a Mars opposition) marks the beginning of a new Earth-Mars synodic cycle.

The Mars Retrograde
A Mars opposition is also the time when Earth overtakes Mars in their respective orbits, which creates the Mars retrograde cycle. The Mars retrograde period of 2003 (during the close encounter) occurs from July 29, 2003 through September 27, 2003 in early sidereal Aquarius.
A retrograde period can be thought of as a time when we disengage
from the previous synodic cycle and re-engage in the next to come.
Unlike Venus, which has a repeating 8-year synodic pentagonal pattern, and 5 retrogrades which repeat in the same areas of the ecliptic and drift only over a long period of time, the Earth-Mars synodic alignments and subsequent Mars retrogrades walk around the ecliptic in a non-repeating and irregular pattern-- spaced about 48.8 ° apart (on the average). This is due to the highly elliptical orbit of Mars and also because the 780-day cycle does not create a whole number Earth year pattern.

The Astrology for the 2003 Mars Close Encounter
In the above star chart, Mars is shown (as seen from Earth) in the midst of its retrograde path at the location when the Mars-Earth-Sun alignment of Aug 28, 2003 occurs, marking the beginning of a Mars synodic cycle. The star alignments at this moment reveal the theme of the new 780-day synodic cycle. Mars conjoins the principal star Fomalhaut of Pisces Australis (the southern fish). Fomalhaut is one the "Four Royal Architects," and is the embodiment of sidereal Aquarius. Fomalhaut holds the future vision for an evolved humanitarian-based society. Mars conjoining Fomalhaut (and the other very fortuitous stars, Enif, Sadalmelik, and Deneb (the latter not shown) inspire creative action and use of power to support the manifestation of this Aquarian vision.
This especially close approach of Earth and Mars occurring on the Mars opposition makes this particular retrograde and the entire 780-day synodic cycle to follow extra significant. The intensification of Martian influence and this Mars retrograde should make this time more potent than normal, and perhaps with far greater ramifications. The force of Mars as it expresses in our lives, is passionate and assertive, or competitive, contentious, and hostile. Considering humanity is far from having mastered Martian energy in general, it is possible that we may see an intensification of war in the global arena, especially before the retrograde period, as Mars moves to conjoin with Pluto in mid-February 2003, and then as Mars moves through the first decan of sidereal Capricorn in the spring (April) of 2003. However, the retrograde period itself occurs in sidereal Aquarius while conjoining Uranus. It supports positive revelation and radical change in the application of our creative power and the patriarchal force in the world--even if we must war to get that revelation. Uranus only recently moved into its true domicile of sidereal Aquarius in 2002--an inauguration motivating the world to change toward a true humanitarian focus. Although events may be of a radical, unexpected, or extreme nature, they are ultimately leading us in that direction. Mars will conjoin Uranus on June 23, 2003 one month prior to its retrograde period--catalyzing dynamic and intensified change.
When the retrograde cycle begins in July, focused around Fomalhaut, we will have the opportunity to reflect upon how we have used our creative power at a humanitarian level and how it extends into the lives of those around us and upon the greater global community.
When Mars stations to move direct on September 27, 2003, it will conjoin Uranus again. Uranus is of higher mind and inspires us to radically sever from the conformity of the past. We will then have the opportunity to redefine how we will use that power in the following synodic cycle after the retrograde cycle completes--as we move into the fall and winter of 2003.

The Astrology of the Previous (2001) Synodic Cycle
Just for perspective: Mars conjoined Lesath, the sting of the Scorpion, in the last couple of degrees of sidereal Scorpio in the synodic cycle that began on June 13, 2001. The mythical image here is of the Centaur placing Lupus the beast (lower self interest) upon the "Altar of the Centaur" to be consumed in the Centaur's pyre. From the sting of the Scorpion (the often harsh lessons of life) drips the transmutational elixir so higher self can rise from the ashes. The 9/11 Twin Towers attack occurred 90 days into the "sting of the scorpion" synodic cycle. Need I say more?
Mars
Although many people think of Mars as the god of war (and associate it with the patriarch of the world), Mars is not negative. Mars simply governs our creative use of power. In fact, when humanity matures into spiritual soul awareness and grounds this awareness down through the mental, emotional, and physical planes, Mars will have become one of the most spiritual and transformational forces embodied within ourselves.
The Psychophysiology of Mars
Mars governs the base chakra (the seat of survival and unconsciousness) and our sexual capacity and function. Mars governs our creative force and our capacity to use our creative power to initiate action and response.
Mars in its clear expression is creativity assertively applied with power, strength, and confidence. Mars embodies abilities of leadership, is self-reliant, victorious, audacious, brave, instinctual, passionate, erotic, and willful.
Mars is generally associated with only the male while Venus and the Moon with the female, but both males and females have hearts and base chakras. Both have the capacity for love and application of creative power and sexual force. In Atlantian lore, the female was the aggressor, the male the seduced. The Moon in many cultures is also thought of as male, though today generally its intuitive quality is considered a female trait. I suggest it is neither and both. Although we can associate Mars with the male and Venus with the female in today's world, it helps to think of Mercury, Venus, and Mars vertically aligned in both sexes rather than only defining the sexes. Respectively they embody the three primary bio-energy centers: the intellect, communication; the heart, intuition; and sexuality, creative power.
Mercury alone is "logistical thinking": the integration of Mercury with Venus results in "intuitive knowing": and the integration of Mercury, Venus, and Mars results in "experiential wisdom" applied in creative manifestation.
Mars (base chakra / sexuality) is generally the facet of self that is held in most judgment due to this force having been used destructively and manipulatively in the history of our solar system. Because of this, total rejection and lack of love is often projected toward the Mars (male) energetic--alienating it even more. Mars is now dubbed the planet of war. Without love (heart - Venus - female), Mars expresses as a wayward and ballistic use of power in conflict.
Mars in its aberrant expression (base chakra issues): all survival issues; fear of not having enough, hoarding, and jealousy. There can be a need to control, manipulate, and exploit others or one's environment for personal gain and sustenance. There can be an inability to trust self, Earth, and to experience the connection between the two. Aberrant Mars feels unloved and unsupported, with the experience to affirm it, which can result in wayward or ballistic behavior, isolation, loneliness, hate, greed, brutality, or self-annihilation. Aberrant Mars can express as an inability to see or discern manipulative or dark forces; it can be over-bearing, argumentative, and intimidating, which hides a lack of self-confidence. Aberrant Mars can also expresses as judgment about use of other's creativity, use of power, and sexuality, as infertility or impotency, and as sexual frustrations and dysfunctional reproductive organs.
Primary associated bio-energy centres: Base chakra; all reproductive glands: prostate, testicles, ovaries; also the adrenals and kidneys, and the liver and blood. There are musculature tie-ins to the right arm, right knee, and the right calf (the ability and power to act on both short term and long term goals). Common secondary tie-ins occur to the thyroid and liver. Associated brain centers: Ego Pressure (sex regulation), cerebrum, pituitary, and hypothalamus--regulating blood pressure, stress response, sexual activity, Qi (Chi), and kundalini release.
