Summer is the best time winter is to but It is more ground work and homework that goes with it when I use to teach surfing it was winter classes that were harder for me students and the summer classes it was fun even so it was year around classes but for someone that want to learn to surf the very first time it is always the summer part because we would be on the beach all day long we would have some ground school classes and we would be in water as well
