PAGCOR's Board is led by Chairman and CEO Andrea Domingo. PAGCOR is a 100 percent government-owned enterprise. PAGCOR employs approximately 11,000 workers. Among its operations are casinos and sports betting outlets, as well as e-gaming cafes. In addition to these, PAGCOR has entered into joint ventures with private entities. It also licenses and regulates other gaming operators.

Aside from regulating and licensing gambling operations in the Philippines, PAGCOR is also responsible for promoting responsible gaming practices. As a matter of fact, the corporation's long-term goals include ensuring the elimination of illegal gambling operations and increasing the total income from the POGO industry.

PAGCOR also has a governmental arm, the Economic and Gaming Board for Local Development (EGEBLD), which regulates local gaming operations. Additionally, EGEBLD processes approval of gaming content and accreditation of Gaming System Service Providers.

Other casinos that are run by PAGCOR are satellite casinos, which are often located inside hotels. These casinos feature a variety of table games staffed by live dealers. They operate under the Casino Filipino brand. These properties have become a source of income for the National Treasury.

PAGCOR has been a target of calls from lawmakers to sell casino assets. Recently, Senator Chiz Escudero said that if POGOs are shut down, the corporation should explore other sources of revenue. He added that PAGCOR could still be a significant contributor to the government's income, since the country would not have to rely on foreign investments. However, the Philippines' online gaming operators have put pressure on PAGCOR to regulate the industry.

The Philippine Amusement and Gaming Corporation is one of the most influential players in the country's tourism and hospitality sector. In addition, it is a key partner in nation building. It operates casinos and gaming pools, and manages the Casino Filipino brand. PAGCOR has been regulating the Philippine Offshore Gaming Operators (POGOs) for six years, and is aiming for a market share of 100% in Southeast Asia by 2027.

With the rising popularity of online gaming, the regulator has become under tremendous pressure to restructure its organization. Earlier this year, the Chinese embassy in Manila reported that "large numbers of Chinese citizens have been recruited into the Philippine gambling industry without the necessary licensing or authorizations. This is a crime."

According to PAGCOR, the Philippine Online Gambling Operators are a vital source of gaming tax revenue. While PAGCOR does not own the properties where the casinos are housed, it has the authority to license them. Currently, PAGCOR operates approximately 200 e-gaming cafes with 50-100 machines each.

Although a new proposal to create a Philippine SWF has been proposed by the government, it has met with some criticism. In particular, many people are questioning whether Marcos Jr. is seeking to expand his power and influence.
