I know I have done this one before but I could not find it. So Here Is my try.

What I did
For the white boarder I filled with gray - expanded by 1, new raster, filled with light gray, added noise. On gray frame I did - Effects/Distortions/curlicus -- 3,3 -- 100,100 Checked-clockwise. I didn't write down anything else, Sorry

Oh wow, JessieJo, what a surprise to see such a textured tag for this tutorial!  I love all the texture that you added to the template pieces.  I appreciate you taking the time to share what you remembered about how you constructed your tag!   I think the curlicue frame was an interesting choice, and it fits the tube image nicely.  I'm curious to know what word you added on top.  I can only see a 'y' at the end.

I'm glad you liked that tag. It was fun playing around with some effects.  I'm also glad you can not read the hidden saying. It's a bit weird, especially for me.  'Dying Is Easy'.  I think it is a part of my swinging depression....lol
